Currently, the OFW Pass is in a Pilot Test Run where selected countries with the most number of OFWs can access and use this digital identity.
OFW Pass Requirements
The Department of Migrant Workers (DMW) has issued comprehensive guidelines outlining the necessary identification requirements for the digital OFW Pass application, which is currently undergoing pilot testing in ten countries.
Depending on the processing location, various forms of identification are accepted as part of the “visa requirement.” Here are the accepted identifications for each respective country:

- Kingdom of Saudi Arabia: Visas and KSA ID cards
- Singapore: Employment cards and SG ID cards
- Hong Kong: ID card and Permanent HK ID card

- Malaysia: Malaysia ID card and Permanent Residence card
- Oman: Oman ID cards and residence cards
- Japan: Japanese ID card, Mu Number card, residence card, and visa
- Taiwan: Alien Resident cards and residence cards
- United Kingdom: Application Registration Card and Residence Permit visa
OFW Pass Registration Process
Acquiring your OFW Pass through the DMW mobile app is a straightforward and user-friendly process that offers OFWs a reliable digital identification. By following these step-by-step instructions, you can easily apply for your OFW Pass:
- Download the DMW Mobile App from the Apple Store or Google Play Store.
- Click the ‘Register’ button and provide the necessary information to create an account.

- Complete passport verification by granting access to your phone’s camera and tapping continue.
- Upload a scanned copy of your passport.

OFW Pass OEC
As mentioned previously, the OFW Pass is intended to replace the OEC as a more efficient and convenient alternative. An OEC or Overseas Employment Certificate is a document issued by the Philippine Overseas Employment Administration (POEA) that serves as proof of an OFW’s valid employment status, enabling them to exit and enter the Philippines without hassle.
The OFW Pass is a digital identification for OFWs, providing a more convenient experience compared to the traditional OEC by going digital. You can obtain the OFW Pass exclusively through the DMW Mobile App, while the OEC requires in-person processes at the DMW.
The OFW Pass remains valid until the end of the OFW’s working contract, while the OEC is valid for only sixty (60) days and can be used once. Additionally, the OFW Pass is free, while the OEC requires a payment of PHP 100.
