1. Charity Assistance Department (CAD) Programs and Services Medical Access Program (MAP)

This program provides financial help to those with health problems and need financial assistance. The PCSO collaborated with public and private hospitals, healthcare facilities, and drugstores to ensure they can receive the healthcare they deserve.

Calamity Assistance Program (CAP)

Calamities caused by nature are inevitable, especially in the Philippines where typhoons and earthquakes are common. This is why the government created programs that will help Filipino people in calamities, disasters, and medical emergencies such as the Calamity Assistance Program (CAP) of PCSO. This program assists affected families through Local Government Units (LGUs).

Requirements

For LGUs

  • Resolution from Sanguniang Panlalawigan/Bayan/Barangay that authorized the Local Chief Executive to sign the Deed of Undertaking and receive financial assistance from PCSO.
  • Photocopy of an identification card issued by the government
  • Information of the calamity from:
    • National Disaster Risk Reduction and Management Council (NDRRMC)
    • Provincial Disaster Risk Reduction Management Council (PDRRMC)
    • Department of Social Welfare and Development, Disaster Response Operations Monitoring and Information Center (DSWD-DROMIC)

Institutional Partnership Program (IPP)

The IPP is a financial grant that increases the resources of different welfare agencies and charitable medical facilities. This program helps extend the Philippine government’s charity services in medical and healthcare services to poor communities.

  • Photocopy of DSWD Accreditation Certificate
  • Project Proposal with work and financial plan including budgetary allocation (for government agencies) or Sources of Funds for NGOs
  • Latest Accomplishment Report
  • Liquidation Report of previous PCSO grant, if applicable
  • SEC Registration and Audited Financial Statements for the past three (3) NGOs

Medical Transport Vehicle (MTV) Donation Program

This program was created to provide safe transportation to patients who live in geographically isolated and disadvantaged areas. With the help of LGUs, the MTV Program can reach remote places and provide the healthcare they need.

Requirements

  • Letter Request addressed to PCSO Chairperson or General Manager signed by the Head of Office / Official Contact Person, and indicating the designation, business address, and complete contact details of the signatory
  • Profile of the Beneficiary to include the following:
    • Political, economic, demographic & topographical information
    • Description of health and emergency-related programs and services and current level of resources allocated
    • Statistics on health and emergency cases requiring MTV
    • Scope and area of coverage of existing services, if applicable
    • Organizational and functional structure
  • Sangguniang Panlalawigan / Panlungsod / Bayan Resolution authorizing the Local Chief Executive to sign the Deed of Donation for the grant
  • Certification from the Local Budget Officer on the availability of funds for the training of required personnel, registration (LTO and DOH), insurance, and the maintenance and operation of the MTV

2. Medical Services Department (MSD) Programs and Services Auxiliary Ambulance Service

This program was created to provide transportation to help patients travel from their house to hospitals or from hospital to another hospital. This service gives them comfort as they travel and saves them the trouble of looking and hiring a vehicle.

Type and Scope of Assistance

  • The Patient Transport Vehicle / Ambulance shall be utilized mainly for patient transport
  • High-risk/ critically Ill patients (i.e. mechanical ventilator or continuous ambu-bagging and highly contagious/infectious diseases cannot be served. All conductions shall be from hospital to home, hospital to hospital, and shall be served during office hours. Nearby provincial conduction shall be covered if approved by the PCSO Management
  • In case of multiple requests for ambulance transport, priority should be based on the urgency of the case and not on a “First-come First served” basis.
  • A relative/companion shall accompany the patient during transport

Medical and Dental Mission Program

This program arranges and carries out medical and dental outreach programs within and outside Metro Manila, poor communities, and provinces that were affected by calamities. This program provides medicine to remote and poor provinces.

  • Medical consultation and treatment
  • Supply of medicines for primary healthcare
  • Dental consultation and treatment (extraction and preventive health education)
  • Referral to health facilities for diagnostic procedures and further management
  • Conducting training to LGUs, NGOs, Civic groups, and others on how to manage the Medical/Dental Mission
  • Frequency of assistance shall be once in six months

Medicine Donation Program (MDP)

This short-term program provides basic medicines and supplies through non-government, government, non-profit organizations, and health facilities.

Type and Scope of Assistance

  • The assistance shall be provided to partner organizations/institutions in the form appropriate to the target beneficiaries as follows:
    • Medicine Assistance through Main Office (MATMO)
    • Medicine Assistance through Branch Office (MATBO)
  • Donations shall be given in the form of basic and essential medicines including vitamins for both MATMO and MATBO
  • Frequency of assistance shall be once in six months

The I-HOPE program provides financial assistance to barangay health stations and rural health units in the poorest provinces in the Philippines. This program helps them to have their medical equipment and facilities.
